Three men incorporated the Perfect Combustion Burner Corporation in May 1928. They were Thomas H. Moore, Bess Allen, and M. E. Moore.

The Corporation was apparently based on the 1932 patent of Russsell Waterman for a hydrocarbon burner.

The late James Crank related to the author that Russell Waterman produced a Steam Truck. Jim documented this story in an earlier SACA Bulleting article. This occurred in the early 1950s in the old Fageol plant across the bay from San Francisco.
